Обґрунтування нових напрямків екістичної політики і просторової організації суспільства зумовлює необхідність наукових досліджень регіональних поселенських мереж, передусім їх територіальної організації. А тривала недостатня увага до проблем функціонування сільських поселень і життєдіяльності сільського населення є однією із причин складної демографічної ситуації і старіння населення, зниження темпів сільськогосподарського виробництва, занепаду соціальної сфери у селах, знелюднення сіл. Необхідне переосмислення ролі сільських поселень у соціально-економічному розвитку територій, обґрунтування шляхів їх подальшого розвитку і оптимізації територіальної організації всієї поселенської мережі у період підготовки адміністративно-територіальної реформи. Це й зумовило вибір теми дисертаційного дослідження.
Improvement of the rural settlement of the region is to be according to the role of each settling in the settlement system, and to depend on its density, functional structure and so on. The basis of such improvement is the activity process in the social and economic development of the settlements on the basis of the new economic policy, the development of process, transport and service industries. The formation of new manufacture relations in agriculture, the development of individual agricultural management and farms, transformation of collective farms into other management methods such as peasant unions, leasing unions and others become the main factors in the of rural settlement networks.
Particular attention is to be paid to small rural settlements in the degradation process. To save the available settlement network it is necessary to develop mobile service forms for rural population, to extend settlement links in settlement systems as well as information network. Under the conditions of road building and dwelling improvement green tourism (agrotourism and ecological tourism) is able to develop, and it would become financial basis of household functioning in the villages.
For optimization of territory organization in the regional districts of rural settlements it is necessary to take measures to increase social and economic basis of the centres of such settlement systems in order to increase the attractiveness of the territory. It can be realized by means of the development of the enterprises in such centres where it would be possible to process local agricultural and building raw materials, provide with periodic cultural, educational or medical service, prepare specialists and so on. The necessary conditions should be to extend social and market institutions and transport service development.
The primary condition of the further development of local settlement systems is their transformation as a result of reformation of the system of administrative and territory development of the country.
